In Word, when setting up line spacing in paragraph styles, all of the space is
automatically put BELOW the line.

In Writer, when setting up line spacing in paragraph styles, half of the line
spacing is put ABOVE the line, half is put BELOW the line.

This may not seem like a big deal, but it's a big deal when you're trying to get
styles to match up to numbers on the left side of the margin in pleading paper.

See the attached .gif picture to see what I'm talking about.

What I'd like you guys to do is mimc Word and WordPerfect and when line spacing
is set, have all of the space appear BELOW the line.

I do not fully understand... The adaption of line spacing has been implemented
for OO 2.0 and is the new default in OO2. There's a compatibility option in
Tools.Options.Writer.Compatibility (should only be enabled when opening OO 1.x
documents).
Could you please attach a sample document which shows what's differently between
Word and Writer? Thanks a lot!

Without a sample document I am not able to see any problem here. Line spacing
works the same as in MS Word since OO 2.0.

reproducible with OOo on linux. (OS to ALL), but is not an import problem, but a
difference in how OOo handles fixed linespacings.

See the attached document and screenshot for an explanations.

When a fixed linespacing is used, OOo doesn't only apply it between the lines
(as it is the case when using "double" linespacing for example), but applies
some spacing above and below as well.

MRU->FME: it looks, that OO Writer adds a bit more spacing above a paragraph
which has fixed line spacing than it is done by MS Word. See the attached
"Example.DOC", there at line 15 you can see the difference.
Looks that we need a further compatibility option.
