A perl implementation of the CVS client protocol would allow a much faster
implentation of the CWS tools.

Verified (as far as I can - there is implemeted a lot, and it works at least as
far as 'cwsresync' is concerned. I cannot check whether all parts of the
protocol have been implemented).
