As far as I can see all the Finnish helpcontent2 help translations in 2.0.X,
e.g. SRC680_m163 are in English, not Finnish ?. Can we simply remove the
pseudo-support in helpcontent2 (to keep size and build-times down), unless we
can get a true translation.

Finnish is not unique in this respect, the file "doc/stat-localizations.txt" in
the ooo-build source tree says:

etc, other locales then have increasing percentage of help translated, with the
best ones being at 96%. This table contains only locales included in the SUSE
builds, so more "exotic" ones are not even checked, and presumably also are at
rather low percentage or zero.

See also issue #66224, which contains a patch to enable removing poor help
localizations from the installer on Windows, and to enable automatic fallback to
English help.

I'll wait till the OOo 2.0.4 localisations containing cws "localisation13" is
integrated and sync my cleanup cws to this milestone to prevent horrorable cvs
conflicts.

updated translation process in pootle with recent code. I also migrate the recent translation into the code.

so this issue is fixed and can be closed.
