When wanting to open a file for which the wrong graphics filter was selected 
there pop up two windows, the first saying "wrong filter", the second 
saying "I/O-error". One window is enough.

open file open dialogue

select file click OK (or is it "Open"?)

filter dialogue pops up

select PSD - Adobe Photoshop , click OK

there pops up 1). "Unknown graphics format"
              2). "Error on loading ... "

Thanks. This is reproduceable in Openoffice and in an actual internal
version. This seems to be a bug and not a wanted behaviour.

I will take care of this bug, the problem is, that
there are two different error handler working. The handler should be 
merged together.
