The dialogs are accessed via:
insert an object from the font work gallery
on the toolbar fontwork press the button 'FontworkAlignment' or
'FontworkCharacterSpacing'
both collaps a floating window with some text entrys.

Please assign a slot/help ID to each entry, to make the entrys visible to the
TestTool.

I can't see an assignment e.g. on the entry 'Left Align'
when i set the environment varaible HELP_DEBUG=true and
enable extended tips;

could you please list the entries you assigned?

I added following two help ids:

HID_WIN_FONTWORK_CHARSPACE   (HID_SVX_START +  93)
HID_CTL_FONTWORK_FAVORITE   (HID_SVX_START +  94)

and it seems that you wanted to have some other help ids. After setting the
magic environment variable (I never have heard before) I am now able to see the
controls you meant.

As my changes didn't harm the office in any way I suggest to remove this issue
from the cws.

I do not have enough time to fix this issue for OOo2.3 -> new target is OOo2.4

needed. I change the target.
