I know ...

but it's very uncomfortable to always move the mouse on scroll bar, scroll up 
and click Windows 98 or the other 99% OSes in use world wide (all in the upper 
half) I guess.

The option 'All' is given by default since it would mean the issue happens in 
all OS inclusive of the OS you want to denote. 

Genrally the scroll option is given Because its the easiest method to choose an 
item between variety of choices.

Still, if you did like 'Other' to be on top or deafult option, Administrator 
can configure it.

Since the migration to SC2.6 we have "All" as default.
This resolves the problem for me...

The Issue you raised has been marked as 'Resolved' and not updated within the
