This issue is a spin-off from issue 63416.

Since OOo 2.0, scrollbar controls have a property LiveScroll
(http://api.openoffice.org/docs/common/ref/com/sun/star/awt/UnoControlScrollBarModel.html#LiveScroll),
which controls whether or not listeners attached to this scroll bar's
ScrollValue changes are notified immediately when the scrolling happens, or only
when it's finished.

Issue 63416 requests, amongst other things, an UI for this.

In the UI dialog box in Calc one enters the linked cell for the scrollbar.
The cell reference has to be typed. It would more convenient - and closer to the
click and point spirit of spreadsheets - and less susceptible to errors if one
also could select the linked cell by clicking it instead of typing the address.
