There should be an tool that allows the user to
 * create / edit shapes,
 * create / edit shape libraries
 * import / export shapes and shapelibraries
 * import shapes from other applications like dia

This would also help to fix issues like 10547 or 57142.

You can create own shapes and add them to an own theme in the gallery.

Draw can create your own shapes
Convert into SVG format
Add them into a theme from Gallery

Cliparts can be provided as an extension into Gallery
