Automated test: framework\basic\f_basic_formcontrols.bas
Worked ok in src680m180 and OOo 2.0.3

Hint: Use the autotest to reproduce as this can be some work to get to the problem.

Manual description:
- create a new empte writer document
- create a new module for the document
- create a new dialog
- insert all controls
- close ide
- name and save the document
- close document
- reload document
- open basic ide for the document
- switch to the dialog
-> the Formcontrols float should 
a) be open
b) the button should be enabled on the basic-toolbar

Note: This might not work at the first attempt, repeat with spreadsheet, draw
(use autotest!).
As this takes a lot of work to reproduce (no easier way has been found so far) i
set the target to 2.1 even though this is a regression to 2.0.3. This has only
been found on Linux, testing of other platforms is pending.

ab->jsk: I don't understand this completely. The problem is that the visible 
status of the Dialog Editor Toolbox float window gets lost? Or can this window
not be opened at all any more then?

Why should this be P3 / OOo 2.1 if it is so difficult to reproduce?
Are you even sure that this really is a regression. If it takes so much
work to reproduce, you maybe did not try hard enough on src680 m180.

Besides this I'm most propbably not the right candidate for this task,
at least if this is really ok in m180. The only cws I've integrated after-
wards is ab27 and this cws doesn't contain any changes related to the
Basic IDE. basctl and sfx2 are not even added. So please ask the frame-
work experts first.

I choose this priority because 
a) This is new with OOD680m2
b) The affected test is the one that tests all major functionality regarding
documentbound macro saving/loading for both current and legacy fileformats.
Disabling this test would mean a deathblow to automated testing of the Basic IDE
and related features.

Even better, i'm closing the issue. 
There have been a few changes in VCL and i haven't seen the problem for some
time now.
