Currently, an extension is identified by its filename, and there is no
versioning mechanism (other than making some version number part of the
filename, and thus effectively creating two or more unrelated extensions).  This
is considered too weak: for one, two extension developers could create different
extensions with the same filename, and for another, an extension might improve
over time and users of that extension might want to easily upgrade it to a newer
version.

Implementation of unique identifiers for extensions has been shifted to issue 69910.
