The bubble info window used by the online update notification mechanism is
currently implemented as VCL window. 

Given that the anchor of this window appears close to the window border (which
makes it likely that text gets cut off) and that the bubble does always pick up
the correct color from the desktop, the bubble would better be implemented as
system window.
