This problem occurs with non-english names of files. I took the same file that
was named טורניר פינג פונג.xls and changed it to test.xls and it opens fine. I
renamed test.xls back to something with hebrew and it no longer opens. There is
no indication when trying to open the files, except that mouse changes to busy
for a moment then goes back to normal. Nothing opens and no errors are given.

This appears to be reported already as issue 57220, but that issue was closed
due to inability to reproduce. The problem occurs with version
OOo_2.0.4rc2_060913_Win32Intel_install.exe installed clean on Windows XP SP2. I
uninstalled previous versions, I deleted the program files\ooo-dev-2.0 and
openoffice.org folders. I deleted documents and settings\user\application
data\openoffice.org and ooo-dev2.0 folders, and then I installed version
OOo_2.0.4rc2_060913_Win32Intel_install.exe and tested.

I can confirm this issue.  I created a file called test.odt, then changed the
name to test∆∑.odt (that's delta and sigma, two mathematical characters, which I
entered into a blank document in OOo using Insert | Special Character, then I
copied them to the clipboard, shutdown OOo and pasted them into the filename). 
I could then open the file from OOo using the File | Open menu, but if OOo is
not running, double-clicking on the document icon on my desktop launches the OOo
startup splash screen, then the splash screen disappears and then nothing -- it
appears OOo just silently terminates.

I can reproduce this defect with MS Windows 98 when I double-click on an URL as:
\\serveur\D\alain\mon-fichier.odt. But the cause is perhaps different because an
error message is issued.

The error message of this french version is that the directory
\\serveur\D\alain\alain\mon-fichier.odt does not exist. Note the wrong path with
repeated "alain". With all the others programs, the double click works fine on
this URL. Also, the settings in the registry base for the double-click
(extensions options for .odt) are correct. So the problem is from OOo. It does
not exist in OOo 1.1.5 and, I beleive, not in 2.0.2 (not sure for 2.0.2).

Opening this same URL by the File menu of OOo works fine.

tried on german windows Version ising the greek letter Λ in the filename testΛ.odt
and got the following assertion in my DBG_UTIL SRC680m193 build
