The SplitRange function taks a parameter bHorizontal, this might be sort of self
explained on what it does,  but there is no description in the documentation for it

The first parameter is documented in the IDL thus I wonder why it does not
appear in
http://api.openoffice.org/docs/common/ref/com/sun/star/text/XTextTableCursor.html#splitRange.
The second one is not documented, thus I'm going to add documentation for it.
