DRAW does not remember open toolbars or toolbar positions

DRAW does not remember which toolbars are open, nor where they are positioned by the user. DRAW appears to load a default set every time the program is run, unless the toolbars are all situated at the top of the program's main window. To reproduce: Load DRAW. Open a variety of toolbars. Position them all over the screen, docking some, and not docking others. Exit DRAW. Reload DRAW. Toolbar preferences are not recalled.
@all: Confirmed what Mr. Blevin stated. If you setup a group of toolbars and then close out a document AFTER saving it and then opening a new Draw session, the settings are indeed lost. However, if you open the document that you worked with, the toolbars appear where they were last (at least arrows and picture did.) I think that the program should remember where the toolbars were and put them in place with the next Draw session. I also confirmed that this happens with Writer. Release: Mac OS X, Intel 2.0.4. Marking as ALL as I cannot just select Windows XP and Mac. James Mckenzie
I do not know completely if this behaviour is wanted (in this case this issue would be an enhancement) or if it is a bug. Reassigned to cd. Please decide.

Changing this one to enhancement. OO has context-sensitive toolbars and non-context-sensitive toolbars. For the first ones it makes nom sense to have them visible because without the right context their content is greyed out and not usable (picture toolbar for example). But the current behaviour might need to be talked about, maybe it can be improved.
