As you can see in the file you can download from the link, the MS Word document 
has 19 pages but Ooo 1.0.3 and 1.0.4 has 37 pages. When you scroll pages in Ooo 
on the screen, you see 19 pages. When you print it or export it to PDF, you can 
see 37 pages. MS Word dislays it and print it correctly, that is 19 pages.

Are you really using OOo 1.0.3-4 or do you mean 2.0.3-4?

Sorry, my mistake. I am using 2.0.3 and 2.0.4

Confirmed wrong page count in OOo_m188.  

Look in the print setup and you'll find that you have 'insert automatic blank
pages' checked under File->Print->options (lower left corner of dialog).  Print
preview in 2x2 mode will show the automatically inserted blank pages.

However, upon removing the blank page check in tools->options->writer->print,
reopening the doc still shows 37 pages as the count.  This doc also has 19 or so
page styles associated with it.

not a bug, duplicate, see issue 3910 for details.

PS:
OOo 1.0.x is /ancient/. You really should upgrade.
