See bugdoc. In MS PPT the CJK words in callouts is normal when callouts set to
rotate 270° or 90°. When open in OOo 2.0.4, CJK words rotating.

I can reproduce the bug.
In PPT are the customshapes rotated but the text is not rotated.
In OOo the Custom shapes are rotated and the text is vertical.
Please have a look.

set target from 2.x to 3.x according to
