Bring up OpenOffice Presentation.
Work through the wizard until you get to the main simpress window.

On the right hand side of the window there is a "Tasks" area. One
of the options under there is "Layouts". You can use the F6 function
key to get focus to the View button above the Tasks area. You can
then use Tab to get focxus to the Layouts component. You can use
Space to expand/collapse it, but there doesn't appear to be a way to
key focus into the layouts area with the keyvoard, in order to select
a different layout.

When you have the layout tab selected simply press enter to get into that
"group". With the cursor keys you can navigate to the desired layout and apply
it by hitting "enter". Tested in OOo 2.1 and current version.
