WW8: Writer displays all frames in first page because empty paragraphs not wrapped

Great product in general, it allows me (in a 100% Linux shop) to deal with my university administrators (who are 100% windows based) in my administrative roles here. In general, writer does a reasonable job in opening and displaying the various word documents and forms that I have to deal with. The one I've indicated in the URL fails miserably. This is a form that I regularly have to fill out. It contains 3 pages. When OO opens it, it's all one one page, each set of tables hiding those that appeared earlier. It opens properly in MS Office. MRU->OD: in Writer the frames (where all the tables are located inside) do not not wrap the empty paragraphs. Thus the paragraphs (including the frames anchored to them) are all locared on first page. It can be partly workarounded by assigning manual page breaks to the empty paragraphs.
The manual workaraound is difficult to implemement when the page is a complete jumble of boxes, etc. Worse, it seems that my university has become enamored with this sort of form, and more and more of the stuff I have to do is broken. Any progress on this problem?
Another academic year is about to start and I have to deal with this type of form again. Any progress on this bug?
OD->davidronis: Sorry, no progress so far. Probably, we can consider this issue for the next major version - namely OpenOffice.org 3.0
