If you create XY scatter chart with labels, you can alter the label range only
in step 2. That is very impractical, because you must know the syntax of the string.

My suggestion is: If you choose chart type XY, then in the third step of the
wizard change the text "Category" to "Data label" and allow to alter the range
there, including seleting with the mouse.

For xy Charts the Text is changed to Data Label -> verified
