-Move German translation from resouce files to localize.sdf files
-Implement tooling for recommendation files ( generate , edit , db import , remove )

How will community see the recomendation files after they are removed from the source and imported 
into Sun DB?

I'd like to see the recomendation in the GSI file expoted via localize -e so we can dump it into PO as well...

my first tought was to remove them every milestone thus the source code stays
slim .... but we can remove them during every l10n cws ( every 1 - 3 months ).
Why not fetch the files per milestone and move the strings into the PO's ?

Fetch them from where? From Sun DB?

Why not reusing x-comment field?

fetch from the source ... they are check in there, not from the database. No,
please no more stuff within the resources, the aim of all of this is to make
them smaller.

All german strings have been removed from the resource files and moved into the
localize.sdf files, the tooling part is now tracked in issue i75595

SBA->IHI: As discussed, there is still a problem with the languages listed in
the CTL field (dialog Tools-Options-Language settings-Languages): "Bretonisch,
Kurdisch, Turkisch" are NOT CTL languages (detected by Autotest w_opt.bas)
When looking at the respective sources, we have seen that the entire German
string list must be looked after.

=> Issue reopened.

SBA: Clarification: "Only" the German string list for the Languages must be

SBA: The CTL language list is correct now in German. 
Autotest w_opt.bas passed on re-built linux installation.
Set issue to verified in CWS mergede01.
