Vista: Use new FileOpenDialog

At the moment we use the old FileOpenDialog to load and store files. On Windows Vista exist a new FileOpenDialog which works better in the new Vista environment. For the new FileOpenDialog exist a new IFileOpenDialog interface, which is part of the new platform SDK. Possibilities: The new FileOpenDialog opens also if we abandon on features like "ReadOnly" Flag or ask for Version and so on, in short we abandon on our extra FileOpenDialog enhancements. Then and only then the new FileOpenDialog will open on Windows Vista. It is not possible to simply add some special properties, to open the new FileOpenDialog.

Vista improvements will need the new platform SDK. As it turned out that we won't get the new SDK for 2.3 (as this also would need a change of the compiler from VS2003 to VS2005) this issue now gets target 2.x. In case the compiler switch will happen for 2.4 we will reconsider the target.
