There are some ICU 3.6 layout/rendering patches for Indic languages available at
http://cvs.fedora.redhat.com/viewcvs/rpms/icu/devel/
Contributed by Caolan. Numbers are Jitterbug IDs, see
http://bugs.icu-project.org/cgi-bin/icu-bugs
Check with ICU bug database, at least one (5506) was returned by ICU.

@CMC: do you happen to know when the bad Lohit DeviceTables will be fixed?

cmc->hdu: I didn't submit a bug on the matter, so I don't know if there's work
underway on fixing the font itself yet.

SBA: Verified in CWS icufix01. 
I updated summary (To point out why this one is important to fix that short
before OOo 2.2 code freeze). The crash was reliably reproducible on Linux when
accessing Lohit Tamil font in Insert-special character dialog (instant crash
when scrolling).
