Some small odt documents can take a long time to load.

I will attach a document with this problem.

The document is 17 kilobytes in size but it takes ages to load.  It eventually
does load, but in a disproportionately long time.

I am using WinXP SP2.

Confirming with OO 2.1 on WinXP - document takes ~30 minutes to open with no 
CPU or disk activity. Seems to be duplicate of 
http://www.openoffice.org/issues/show_bug.cgi?id=7553.
Resolving it as such.
