vcl/inc/help.hxx defines HELP_INDEX and HELP_HELPONHELP. these defines are
aready set in winuser.h from the compiler includes.

usage of OOo/SO defines HELP_INDEX and HELP_HELPONHELP found in vcl and rsc,
prefixed defines with OOO_. 

note: didn't change keyword string in rcs/parser/rscinit.cxx
