Protect page containing envelope from addition of non-related text

Hi All, If you create an envelope above some text, then click inside the envelope and start thumping away on the delete key, the text from the page below will work its way into the body of the envelope. The envelope needs to be protected from this sort of thing. I suggest the "division" tabs that Lotus Word Pro uses. But, I am not picky, just so long as the envelope is protected. To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
