My email address stefan.taxhet@sun.com is on the domain wide allowed posters
list of the staging box. This address is not subscribed to dev@stage.openoffice.org.
If a message from this address is send to dev@stage.openoffice.org it shouldn't
need moderation.

Stefan,
I tried verifying this issue by navigating through the site to the
'dev@stage.openoffice.org' mailing list & found that you have subscribed your
g-mail address instead of the sun e-mail id referred on the description.
Moreover, the allowed posters did not had your e-mail address so  the mail you
had sent was moderated. Now, i have subscribed your sun e-mail address
(stefan.taxhet@sun.com) to allowed posters so that your future mails to the
mailing list would not be moderated. Please verify the same & let me know for
further queries.

Raising prio back to P1. I would consider this a showstopper for the migration
to 4.5.

Please note that I'm not talking about the allowed posters list for the specific
list dev@stage. See the URL for a description of the domain wide allowed posters
list. It was intended that stefan.taxhet@sun is on the domain wide list and not
on the local one.

is this only happening for the general mailing lists (e.g.
dev@stage.openoffice.org), or also on the project-specific lists (e.g.
dev@sometestproject.stage.openoffice.org)?

Stefan,

The cause of the problem has been identified; an anzu-admin script needed to be
run after the application of the instance set. This is now being run and will be
finished in approximately 24 hours. The domain wide allowed posters list will
work after it finishes. We will verify this tomorrow and update you on the same.

the anzu-admin script finished sometime early this morning, and I checked the 
data. It all appears to be correct. And spot checks on the mailing lists in
question worked correctly.
