any mails to all-cvs don't show the information about the change.

This problem has occurred since the site upgrade.

This problems means that we don't get info for the buildbot changes.

http://termite.go-oo.org:8888/changes/28277 is a change with no info
http://termite.go-oo.org:8888/changes/27820 is the last change that had info with it
http://termite.go-oo.org:8888/changes/27821 is the first change that didn't have
the change info with it.

I'm able to replicate the issue. The cvs mails do have the change info, but it
seems incomplete. The sections Modified/Added/Removed which provide the path to
the file that changed seems to be missing in most of the mails. However, the
sections Log and File Changes are present in all mails. A few mails seem to have
the complete change info. We are trying to find the reason for this inconsistent
behavior. We'll update you once the reason has been identified.

On further investigation, we have found that the problem happens only if there
is one file in the Changeset. i.e., If the total of the Added, Modified and
Removed files is 1 in a transaction, then the cvs commit mail is lacking file
change info. The mailers for more than 1 file transactions have the complete
file change info. The fix for this issue would be provided in the next patch
release of CEE 4.5.2.
