I have copied and pasted a document from one to another, and there is no way of 
resetting all the formats to follow the new document's style.

Specifically:
Numbering.
The paragraph numbering styles between the two documents are different.  For 
the new document, the paragraph numbering is maintained by "Tools->Outline 
Numbering", but the old document has numbering styles specifically stated 
("Numbering 1").

Such that when I right-click on an paragraph title.
(Heading 2)
Right Click->"Edit Paragraph Style..."->Numbering Style shows "None"
Right Click->"Paragraph"->Numbering->Numbering Style shows"Numbering 1"

There is no method for Updating all paragraphs such that they all show 
the "Paragraph Style".

This means that it is far too easy to corrupt a file, with no method for 
returning it.

This should work via the "Load styles" interface. Open the Stylist (F11), open
the drop down button in its upper right and select "Load styles".

This does not work.

I have maybe described the issue incorrectly.

I have two documents, one with styles that I like, the other with styles set, 
but paragraph attributes added (specifically numbering attributes).

When I copy the second document into the first (I want to use some chapters 
from it), the fact that the numbering is done by editing the paragraph, means 
that the numbering is incorrect.  There are also some other issues with the 
styles of these paragraphs.

In frame-maker there was a "return all paragraphs to default" setting, which 
would look remove all "by-paragraph" settings, and leave only the settings of 
the Styles, as defined in this document.

With your solution I have tried:
F11->Load Styles->from File and selected the current file (as it is the one 
with the styles that I want to use).  There is no change to the current 
document.

I am adding a test-case as an attachment.

Heading3 (and some of it's subheadings) have had it's numbering changed by 
right-clicking->Paragraph->Numbering->Numbering Style: Numbering 1

There appears to be no way to get these styles (which are correctly named) to 
default to their original state, and therefore be numbered correctly (without 
editing individually)

Currently it all paragraph formats will be removed by "Default formatting" -
except "List styles" (on the Numbering tabpage) and page breaks (on Text flow
tabpage).
This is intended because removing these will result in confusion when all page
breaks and numberings based on list styles would be removed in the selection.

Nevertheless we will be in need of an additional mechanism that is capable of
removing/resetting list styles in a selection of paragraphs.
