RPT: better visualization for label fields

It would be nice if label fields in the report designer had a better visualization. Currently, you cannot tell the size of the control unless you select it. The control size is important: controls cannot overlap, so you really need to know which space is occupied by existing controls.
This is a new implementation in CWS oj14. Adding keyword "new_implementation", targeting to OOo 2.x.

reopen, because it's not fixed. You can only seee the size of the label field if you drag something about it. It would be better if the size of a label field is displayed always.

for this cws be live with the red boxes. In the future we need a better visualization for the label at all. change target to 2.3 because issue will be fixed in a OOO 2.3
