- open any report design
- mark any control which is not left-aligned
- use the "Align Left" button in the toolbar
=> the control is left-aligned, but the geometry information in the
   property browser is not updated, it still shows the old X-position.

This is about a new implementation in CWS oj14. Adding keyword
"new_implementation", targeting to OOo 2.x.

The Report Designer iTeam decided that this is no show stopper for the first
release, and no "should be fixed if possible at all". targeting to "not
determined" for the moment.

change target to 2.3 because issue will be fixed in a OOO 2.3
