Changed target to OOo 3.x Please take a look, if the still exists and what the
correct target should be.

To allow testing the office with all locales extensive changes have been done to
the VCL Testtool environment.

You do not need any filter files anymore as the filter names are rerieved from
the configuration now.

There might still be open issues with the iniinfo.inc and a few locale dependent
tests but in general this should work for the  DEV300 codeline now.

Closing the issue.

If you feel the need to have other parts of the Testtool localization stuff
changed, please file one issue per file (there shouldn't be many left now) to be
redone.
