Since this is user configurable in Tools-Options-Paths, its the default path
that should be changed to ~/Documents

This is new feature request.

Any volunteers?

IIRC this could/should be implemented for X11 as well. There is no reason why not.

however the native file picker does not care for that path; that should be a
followup issue

From my point of view it's an enhancement because 
- only the "internal" dialog is affected
- it is only another place like on Win32 also a different place is being used
and not ~/
- after it has been also fixed for the native file picker we should announce the
ENHANCEMENT

This issue is closed automatically and wasn't rechecked in a current version of
OOo. The fixed issue should be integrated in OOo since more than half a year. If
you think this issue isn't fixed in a current version (OOo 3.1), please reopen
it and change the field 'Target Milestone' accordingly.
