so   if    !merged  merge
     else  unmerge


see also issue 7605 for keeping two icons too, because there the function 
cannot know what the user intends (although there might only be one most 
probable guess)

As merging is not so often used as other frequently used functions, it
was not considered to be implemented as an icon. But of course it is
possible via Tools / Configure / Toolbars /Customize... to get this
function customized as button in the wanted toolbar.
