I have already a thread about thi subject:

I attach a test case. You need JodConverter and Junit 4 and, of course, OOo UNO
Java libraries and soffice service running:
soffice "-accept=socket,host=localhost,port=8100;urp;StarOffice.ServiceManager"
-nologo -headless &

Expected: generation of TOC with hyperlinks. 
Actually: TOC is generated but there are no hyperlinks. 

If you are able to edit the Index Table of the generated document you can see
that the Entries options are the same that you set via OOo GUI. And that the
preview show the hyperlink. 

Here I need to have a running OpenOffice (not the service) to be able to edit
the Index Table options in the generated document.

I am using Visual Basic 6.0 with OpenOffice 2.0 to generate OO documents and
though TOC has been generated in the document but there is no hyperlink

attached tar.gz contains a rtf-file which doesn't contain any TOC. 

As I don't intend to try your code myself: Do you get any exceptions when you
run you program?
