The Number format of formatted cells will not adopt in the Number format Dialog
for Data points.

about. Please provide a detailed step by step description, thus anyone can
understand this issue by reading.

Good idea, i will provide a description.
Open a Spreadsheet
Insert same values e.g Range A1:C3 Value 1-9
Select all Cells
Format them e.g. as currency; simplest by using the Toolbar Button
Insert Chart e.g Type Column
Select a Dataseries
Menu Format - Object properties... Tabpage Data Labels or Menu Insert- Data labels
Mark Show value, option as Number
Press Number format... Button
In the Number format Dialog the Category "Number" is preselected instead of the
currency format.

Additional Info:
All entrys in the Number format Dialog are greyed out, if Checkbox Source format
is checked (per default). Only the correct preselection in the category must be
done.

Works fine for Datapoints and single Dataseries, but not for the whole chart.
