Enable selection of formatting options (cell borders, etc) of multiple cells
selected simultaneously. Right now we have to do this cell by cell and it's
cumbersome and a waste of time.

double to Issue 50019

You may try cellstyles instead. 
F11
context menu
New 
Give it a name and change settings
Select the cells you want to add the style to and doubleclick the style name.
That's it.

And it's much easier to change a setting for these cells at once.
