This is a successor of the bug 78648.
If a toolkit dialog is moved by user, and then property "Height" is set, the
dialog is moved slightly because of rounding problems. This happens only the
first time the dialog is resized after the moving. The second time the position
is already rounded to dialog internal size unit, so to reproduce the problem the
dialog should be moved again and resized.

This is no big problem, but any unnecessary flashing or moving of the UI
disturbs user. So it would be nice to fix the problem when there is enough time
for this.
