When one first starts OpenOffice, the "Welcome to OpenOffice 2.3" screen appears.  At the "License 
Agreement" screen, if you attempt to scroll down (in order to accept the license agreement) by dragging 
the scrollbar handle down, you will find that the textbox contents actually scroll the wrong direction.

Try:
- Dragging the scrollbar handle down.

What does work:
- Individual clicks on the down scroll bar arrow.
- The "scroll down" button.
