Executing "./unopkg help" as normal user on a default root installation from
within the <office>/program directory freezes the tool

Lowered prio, this does not always happen, currently investigating circumstances.

Changed summary.

Parameters should be verified before the tool takes any action, otherwise the
userlayer is  created.

I cannot confirm that there is a freeze. At what time unopkg creates any files
in the user installation is an implementation detail.
