Scenario: resync a OOE680 based CWS to SRC680. The anchor tag for removed files
is not correctly moved to SRC680 branch head.

Verified. (In fact, already yesterday. I just forgot to update the issue. Shame
on me ...)
Code looks good. I did several resyncs on a test CWS (rttest13). Everything
worked fine, especially I could verify that anchor tag of removed files now gets
set correctly.
