1. Open Writer
2. Insert a background image
3. Save as yourname.doc
4. Close Document
5. Open yourname.doc in writer

The backgroundimage is loosing

6. Open yourname.doc in Word or Wordwiever

The dokument looks fine with background image

I Think, this is a error of the import filter of ooo. This bug is found by a
german User and confirmed by me. -> I have set the state directly as New

imho this issue is a dupe of the well known OLE attributes lost after saving / closing a document

e.g. : insert a image or whatever, save / close and reopen,  same with a formula ..etc

I wonder what has been done since the original issue has been reported

Thats passible, but not sure. I will test now a little bit more, to know if this
issue it's a dublicate.

No, I don't think, that this is a dup of issue 59920 (which is about OLE objects
in export). It looks more like issue 74266 - page background images could not be
re-imported.
