Formula cells can't refresh without recalculating the entire sheet or changing
the formula. Suggest either having the cell recalc when formula opened for
editing, or adding a "recalc this cell" command.

Steps to reproduce the problem:
1. Turn AutoRecalc off.
2. Create a couple of RANDs or RANDBETWEENs. Also demonstrated by multiple
formulae referencing the same data when one of the data is changed.
3. Try to refresh the cell by clicking in formula bar and <enter>ing out.
Nothing happens.

Recommend either implementing the above functionality, or (what I'd do if it
were me) adding a "recalc this cell" command.

Not a defect but possibly an enhancement request. Re-assigned to requirements
for further evaluation and decision finding.
