text:modification-time is correctly updated when ODT document is saved but when
the same document is saved as DOC, the information newer get updated anymore.

How to reproduce:
1) create new document
2) insert filed text:modification-date: Insert - Fields - Other - DocInformation
- Modified - Time
3) save the documet as ODT
4) save the document as DOC (I tryed MS Word 97/2000/XP format)
5) open ODT - time is updated when there is a change and CRTL+s is pressed
6) open DOC - there is no change when DOC is changed and CTRL+s is pressed

Expected result: both ODT and DOC formats works seamlessly

More info:
1) The same result is with EN and CZ build of OOo 2.3.0
2) there could be correlation with issue #82664 I filled few minutes ago
3) the similar problem could be with text:modification-date but as of issue
#82664, Author is displayed insted of Date
