The specification
http://specs.openoffice.org/ui_in_general/toolbars/openoffice_org_toolbar_spec.odt
(section 6.13.2 / Change symbol...) claims that icons can have the size 16x16
and 26x26. The text on the dialog (Change icon) only speaks of 16x16, so does
the errorm essage when trying to import an icon with invalid metrics.

cd: Comments from user experience team:

1. The notice in the Change Icon Dialog should be changed:
"Note: The size of an icon should be 16x16 pixel to achieve best quality.
Different sized icons will be scaled automatically."

2. Interaction/Automation:
2.1 Scale down larger sized icons to 16*16 Pixel pixel without request. (always
keeps aspect ratio of the icon on scaling!). Center icon vertically and
horizontally on a transparent background.
2.2 If the icon is smaller than 16*16, put the provided icon as is on a centered
16x16 transparent background.

3. Change dialog (Figure 54) to list only icons if the format is unknown:
"The files listed below could not be imported. The file format could not be
interpreted."

checked and verified in cws fwk81 -> OK ! Follow up issue according problems
while importing other file-types than png will be written.

I work in an old build (m7), so ask here: is the fact that 26x26 is supported,
also relfected in note on the Change icons dialog?

Imported 100x100 custom png. Good in m8
