when i checked the discuss@council.openoffice.org i found oolst@nouenoff.nl in
the allowed posters list. Is it happening only for the particular user or many
users face these problem.

This would help us to narrow down to the issue

I am aware that the user is on the allowed poster list for discuss@council: I put him there. The point is 
that he cannot yet post, though he is both subscribed to and is on the allowed poster list. Hence, the 
reason for this bug report.

Other subscribers have had similar problems; user dcarrera, for instance, who is no longer subscribed 
or on the allowed poster list, also was unable to post to discuss@council.

Please see if there is something amiss with the allowed poster configuration.
