Is the following IP address currently blocked by the Wiki server?
 - 192.18.200.37

I was told that an attempt to access to the Wiki [1] failed from reporter's 
environment. I asked him to determine what IP address he was using by accessing 
checkip web site [2] and he replied with the IP address as cited above.

I checked Infrastructure against your issue, there is no reason for blocking this 
IP to wiki.services.openoffice.org. 
I'm pretty sure that there is also no blocking on Wiki Service on
wiki.services.openoffice.org. 

Tora: Could you please check an http request against the following URL
         http://snips.services.openoffice.org/snips/

His college responded to my query in place of the first reporter. 
Here is the answer:

 An attempt to access to the following URLs fails with an error message 
 as cited below:
  - http://wiki.services.openoffice.org/wiki/Major_OpenOffice.org_Deployments
  - http://snips.services.openoffice.org/snips/
  - http://192.18.196.103/ for wiki.services.openoffice.org
  - http://192.18.196.7/ for snips.services.openoffice.org

 Accessing to the following IP address to confirm the IP address from 
 which a request is made this time shows 129.158.57.145 - different IP 
 address from the one that the first reporter confirmed. 
  - http://checkip.dyndns.org/

The error message appears some seconds later after clicking on the URL.
The error message that appears on his web browser:

That means that:

Hello,

I could verify that there is an routing issue on that host with the IP
129.158.57.145. I need to investigate the routing alternation.

sorry for the long delay on that issue. As I could see the Source IP needs to be
maintained by one of the local Site Admins on that subnet. I could assist on
that issue, so please ask the requester to contact me by e-mail.

Hello Gerd,

Sure, I will. Could you please await for a few days? As you might notice, the 
requester works in a sort of huge company. Since he is in a sales department, 
this issue might be beyond his scope. I am going to ask him or another person 
to forward your needs to an appropriate department. In addition, the next 
Monday is a national holiday in Japan where the requester is.

Good, fresh news has come. According to an e-mail from the messenger who 
contacted to the responsible department in his company, thanks to the efforts 
by the department and AT&T, he is now successful in accessing to the wiki of OOo.

Thank you everybody, this issue has been solved. 

The cause of the problem seemed to be around the customer's network configuration, 
not around the web site of OpenOffice.org.

One laptop can access e-mail, but no other web site.
Please send clear directions for addressing this issue.

The problem that you encounter seems a general issue with Windows, 
not the web infrastructure of OpenOffice.org.
