When importing/viewing an RTF file with headers/footers that change with a
section break, the headers are correctly displayed in each section, but the
footer stays as defined in the first section

I think the header_footer_different.rtf must be showing a different problem.  In
that instance, there is no footer showing in the second section - this may be a
problem with OOo as an RTF Writer.  My issue is that with properly formatted
RTF, OOo as an RTF Reader fails to recognize the change of footer at a change of
section, though it correctly recognizes the change of header.  See my sample
pluto.rtf, produced as a database report, with names and addresses now hidden. 
In the section beginning on p5 OOo shows the change in the header, but not the
change in the footer.

Reset assigne to the default "issues@openoffice.apache.org".
