in a writer document,
cross-references (menu Insert->cross-reference) can only be created and cannot
be removed.

it will be better to let user to remove cross-references, e.g when the
cross-reference texts are deleted.

i do not know if P5 is highest or lowest priority....so my wild guess is that P5
is the lowest.
