You can't change the toolbar configuration (adding and removing toolbars) when
several files are open since when you switch from a window to another, toolbars
reappear.

- Open two files (screenshot 1)
- Remove one toolbar in the first window (screenshot 2)
- Configuration has changed (screenshot 3)
- Select the second window (screenshot 4)
- Reselect the first window (screenshot 5)
-> the toolbar reappears.

NB : this issue don't occur with the statebar.

In 2.4 version : the feature is half done :
- It works with the main window menu
- It doesn't work with the toolbar menu (as shown in the 6th screenshot "2
