It's not possible to change layouts via keyboard.

I can't reach the layout pane via keyboard, and choosing Format / Slide Layout
is a NOOP.

For some reason you can not transfer the focus from the side pane tool bars to
other controls in the side pane.

Retargeted due to time constraints.

Breaking keyboard accessibility means blind people can't access that
functionality => Target OOo 3.0

The Format->Slide Layout part is described by (and duplicate to) issue 78201.

The main problem is duplicate to issue 79701: the focus can no be put into the
task pane and therefore, the layout menu is not keyboard accessible.
